FIELD: food industry. SUBSTANCE: method envisages using, as lactose-containing solution, curds whey and/or under-cheese whey, and/or milk ultrafiltrate, crude lactose solution or refined lactose solution. Solution is alkalinized by adding reagent or by electrodialysis of lactose-containing solution in electrodialyzer, after which lactose-containing solution is heated and simultaneously lactose is isomerized into lactulose, and isomerized solution is concentrated. Solution is further demineralized, cooled, and freed of unreacted lactose. Method is realized on installation, which comprises alkalization device, heat treatment device constructed for simultaneously conducting heating, isomerization, and concentration of solution, and lactose-separation apparatus.
