FIELD: measurement technology, systems based on precision frequency-pulse meters. SUBSTANCE: technical result of invention lies in increased measurement accuracy due to formation of counterbalancing signal precise in amplitude and in duration multiple of period of quartz oscillator. Precision frequency-pulse meter incorporates relay element with hysteresis, D flip- flop, bridge circuit, current stabilizer, quartz oscillator, first and second reversible counters, first and second registers. Measurement of parameter is carried out by formation of counterbalancing signal compensating for deviation of sensitive element and by conversion of this signal to precision frequency-pulse train.
