FIELD: cleaning and coating metal surfaces by means of electric plasma technology. SUBSTANCE: proposed method includes forming of electrolytic cell in which surface of part being treated is cathode and anode is maintained at constant voltage; electric arc discharge is set on surface of part being treated by regulation of operational parameters and working gap between anode and cathode is filled with conducting medium containing foam with gas/vapor phase or liquid phase; use is made of anode having one or more heating chambers separated from each other by means of perforated divider forming chamber with liquid electrolyte and chamber with foam where foam is generated. EFFECT: reduced power requirements; homogeneous treatment of surface; freedom in size of gap between anode and cathode. 16 cl, 4 dwg
