FIELD: metallurgical industry, surface cleaning. SUBSTANCE: apparatus comprises elements for forced supply of electrolyte into treatment zone, electrolyte collection system, and system for electrolyte purification from contaminants. Anode is positioned equidistantly in relation to surface to be treated. Anode can be formed with channels for electrolyte supply. Proposed method comprises step of forming electric discharge plasma layer on surface to be treated due to presence of equidistantly arranged anode. To clean surfaces, it is recommended that anode be made of chemically inert material, e. g. carbon. Apparatus makes possible to apply coatings having same or different thicknesses simultaneously onto opposite lying surfaces. For this purpose, object to be coated is placed at equal or different distance from two in-parallel arranged anodes. Coating can be also applied onto inner surface of object, for which purpose anode is inserted into inner cavity of object. Method and apparatus can be used for cleaning surfaces from fouling matter, and/or for applying thereonto coatings.
