FIELD: metallurgy, namely production of cast billets of steel operating at low temperature. SUBSTANCE: modifier for steel operating at temperature until -60 C contains powders of master alloys with rare-earth and with alkali-earth metals and in addition powder of calcium fluoride and(or) cryolite at next relation of ingredients (mass%): powder of master alloy with rare-earth metals, 10 -40; powder of master alloy with alkali-earth metals, 50 -80; powder of calcium fluoride and(or) cryolite, 5 - 10. Size of particles of powder of master alloy with rare-earth metals are in range 0.1 - 1.5 mm; size of particles of powder of master alloy with alkali-earth metals are in range 0.1 - 3 mm; size of particles of powder of calcium fluoride (and)or cryolite are in range 0.01 - 0.1 mm. EFFECT: enhanced cold resistance of castings of carbon steel due to its increased impact viscosity. 1 tbl
