SUBSTANCE: line has conveyors, charging device, device for cleaning raw material from contaminants, water dosing device, and grinder with vessel for cyclic reprocessing of raw material. Raw material grinder is made in the form of rotor-type high-frequency hydraulic impact apparatus. Raw material cleaning device is positioned between charging and dosing device. Magnetic column is arranged between raw material dosing device and mixer of grinding device. Water dosing device is communicated with inner cavity of working chamber.
