FIELD: high-precision measurement of angles of turn. SUBSTANCE: invention deals specifically with testing of functioning of rotary machines to generate characteristic "speed-time" or its function. Digital converter of angular position, which generates uninterruptedly following one another logic levels "high" and "low" during corresponding time intervals continuously running one after another is anchored on shaft to measure angle of turn of rotary shaft. Shaft rotates and corresponding periods of duration of each following uninterruptedly logic level generated by digital converter of angular position are so accumulated that computation of angle of turn or function of angle of turn grows possible. Owing to such inherent peculiarity of given invention as high resolution of measurement dynamic functioning can be determined exactly as well as functioning under steady-state condition without reduction of rotational speed of machines by utilization of flywheel.
