FIELD: development of submarine deposits, in particular, liquid and gaseous, and construction of technological complexes for performing works on open sea ledge.

SUBSTANCE: method involves transporting base and upper deck with processing equipment to installation site, with base and upper deck being arranged in above-water position; locating base on sea bottom and anchoring thereto by means of anchor power connection system; rigidly engaging anchor member of each anchor power connection system with ground by cementing; providing rigid connection of anchor member to ground with the use of hollow piles by locating said piles in spaced relation with respect to base casing and cementing; locating anchor member with anchor at its one end inside hollow piles; rigidly connecting anchor member to pile by means of anchor; connecting second end of anchor to related tension mechanism mounted on base at sea surface level; leveling loads acting upon each anchor power connection to provide for predetermined value. Off-shore platform may be mounted on loose as well as on hard ground and is designed to counteract forces created by ice and seismic loads.

EFFECT: provision for creating off-shore platform power loading system allowing loads to be uniformly distributed between anchor connections and counteraction against outer loads to be increased, reduced weight and sizes, and wider operational capabilities.
