SUBSTANCE: the invention is pertinent to devices for stirring substances and may be used in petroleum and gas industry for preparation grouting and other solutions and suspensions as well as in construction and other industries. The invention allows to decrease time for preparation of mortar and to increase productivity. The mixing plant for preparation of solutions, includes a transportation vehicle and located on it a storage bin for cement, a mixing machine, a hydrovacuum mixer with connected to it a cementoconduit, linked with a the lower part of the storage bin supplied with a device for loading a cement powder. On an exhaust pipe of the transportation vehicle there is a turbo air blower, an air duct of which is connected to the lower part of the storage bin with a capability of to deliver air into the cementoconduit.

EFFECT: the invention allows to decrease time for preparation of mortar and to increase productivity.
