SUBSTANCE: device is made as vehicle with on-board cutting tool connected to telescoping rods. Cutting tool is made as a screw brought into rotational movement by actuator secured to one rod. Telescoping rods are hinged to the vehicle.
EFFECT: prevention of floods caused by river ice jams.
