SUBSTANCE: device has measuring cart and registration block. Measuring cart has measuring wheel, blocking sleeve, reducer, measuring element and measuring cart frame. Measuring wheel by blocking sleeve is mechanically connected to reducer, registration block has computer and control panel, which is connected to first input of computer, and output of measuring element via flexible cable is connected to second input of computer. Measuring cart additionally has independent load, free drive sleeve, direct current generator, force keys block, active load block, first and second angular speeds sensors, launch resistance, accumulator battery, voltage adjuster, contactor, following wheels.
