SUBSTANCE: portion of system, used for transferring user information, is separated from aforementioned control element, while terminal of system, having information about state of connection to user terminal, is made with possible transfer of indication message to control element, which determines state of connection, while control element is made with possible taking of decision about state of connection to user terminal on basis of received indication message.
EFFECT: receipt of information concerning user terminal, or concerning state of connection thereto, until it attempts to transfer certain signaling message using said connection.
