SUBSTANCE: cutter includes holder, cutting tip, supporting plate and unit for securing cutting tip to holder. In order to suppress oscillations occurred in cutting zone, supporting plate includes through or dead openings arranged vertically or horizontally and filled with damping members such as inserts. Inserts may be made of material with high damping capability. Composition material or natural mineral may be used as material for making inserts. Openings in supporting plate may be arranged by rows or in staggered fashion.
