FIELD: process engineering.

SUBSTANCE: cutter has cutting plate with its holder with recess, and insert made from material with high damping properties. Recess is made regularly along holder edges on length from its en to extending part with cutting plate. Holder end with recess is arranged in metal rectangular-prism cup with identical clearance along its base and walls. Note here that clearance is filled with material of said insert. Said holder may not get in contact with said cup.
