FIELD: process engineering.

SUBSTANCE: cutter comprises cutting tool and its attachment, holder with recess and insert from high-damping capacity material. Cutter is provided with metal holder and thin-wall container. Note here that cutting plate attachment is locked on holder top surface. Said holder represents a rectangular prism and is arranged in said thin-wall container with uniform clearance along its base and walls filled with insert made from high-damping capacity material. Note here that holder top surface extends above container. Cutting plate and its holder have no contact with said container. The latter is fitted in recess shaped to container outline and directed along normal to holder front top surface.
