FIELD: mobile telecommunication systems.

SUBSTANCE: method is used for planning transfer of packets via radio-interface of ground access network in universal mobile communication system in the case, when two radio-network controllers act separately as servicing and controlling radio-network controller of mobile terminal, respectively. Method includes transmitting from controlling radio-network controller to servicing radio-network controller of assigned priorities of planning together with packet size, allowed by controlling radio-network controller for transfer with these priorities. Then servicing radio-network controller sends packets to controlling radio-network controller, sizes of which packets are allowed by controlling radio-network controller, together with appropriate assigned priorities.

EFFECT: correct priority of transferred packets.
