SUBSTANCE: device has measuring cell between electrically conducting surfaces of two insulation layers having conducting coating. Insulating material pattern is placed as groove on one of conducting surfaces so that it becomes possible to control conducting fluid sample flow into cell. Flow canals are capillary canals and Insulating material pattern is manufactured as conducting surface groove and has at least one tooth in flow canal.

EFFECT: high accuracy in flow control.
