FIELD: geophysics.

SUBSTANCE: measurement system can be used for forecasting of catastrophic phenomena. Measurement system has measuring channel made of optical radiation channel connected with sensitive element, photoreceiver, storage buffer, threshold unit and analog-to-digital converter. Sensitive element is made in form of electric-optical modulator at the section of holed optical fiber, which has frequency of modulation of light flux being proportional to content of hydrogen in air atmosphere. Buffer storage and programmed sampling circuit are connected to corresponding inputs-outputs of user's phone for transmitting address signal to cell communication center of international telecommunication service.
