SUBSTANCE: system contains control stations of industrial drains of industries, wired communication channels, local dispatching stations for controlling industrial plants, radio communication channels, central dispatching station, first and second groups of indicators for control of ecological environment status, means for radio-communication of indicators to equipment of city phone network, space communication station to network of space ecological recon satellites, aerial complex of operative long-range effect with indicators for ecological status control of fourth group environment, close-range vehicle complex with fifth group of environment status ecological control indicators, and radio indicators of ecological control of region status.

EFFECT: expanded bearing capabilities of space segment of system due to operative detection and precise positioning detection of radio-sensors of ecological state of region, and also increased resistance to interference and trustworthiness of ecological information transfer due to utilization of complicated phase-manipulated signals.
