FIELD: engineering of technical means for monitoring and controlling condition of vehicles, sending warnings and taking actions in emergency situations.

SUBSTANCE: system has dispatching center. User equipment is mounted on vehicle. It contains central control block, connected serially through first synchronization block and modem to transmitting-receiving mobile communication module, made with possible cell, tracking or satellite communication with dispatching center. Also, user equipment includes navigation receiver, guarding indicators and assemblies for blocking functional organs of vehicle. Navigation receiver is connected to first synchronization block with possible activation by commands from central control block and sending vehicle coordinates to receiving-transmitting module. Outputs of protecting indicators are connected to appropriate inputs of central control block. Inputs of assemblies for blocking functional organs of vehicle are connected to appropriate inputs of central control block. System is different from known systems, because it includes two-level emergency indicator, which in accordance to one variant is connected to additional input of modem, and in accordance to another variant - is connected to additional input of central control block.

EFFECT: increased speed of operation and reliability of notifying different specialized services (ambulance, rescue service, insurance companies, etc) about traffic accidents and degree of their severity.
