FIELD: engineering of equipment for controlling and monitoring movement of vehicles.

SUBSTANCE: navigational receiver is provided with processor and is made with possible transformation of signals to digital form. Onboard controller is made with possible reading of information from navigational receiver, device for inputting a protection code, onboard subsystems and its recording into energy-independent memory. Transmitter-receiver of cell communications is provided with processor and connected to onboard controller and through GSM-network - to central dispatching station. Complex is different from known solutions, because it is provided with electronic log of ongoing events, made in form of main and additional blocks of multi-page memory of FIFO type with size of each page being equal to 64 bytes, and having a mode masks block. Main block of multi-page memory of electronic log is positioned in energy-independent memory. Additional block of multi-page memory and mode masks block for electronic log are positioned in the memory of onboard controller. All three blocks of electronic log are combined and interact in accordance to monitoring algorithm, provided by central dispatching station.

EFFECT: decreased time of reaction on events, occurring on vehicle, increased quality of vehicle monitoring.
