FIELD: mobile communications engineering, namely, service transfer procedure in mobile communications system.

SUBSTANCE: transfer of service is performed only when: 1) power of source base station is less than predetermined threshold; 2) when the last of R≥3 power measurements of source base station is by h (hysteresis level) more than the last of R power measurements of adjacent base station, and at the same time, any of R power measurements of source base station decrease monotonously, while any of R measurements of power of adjacent base station monotonously increase.

EFFECT: decreased frequency of service transfers.
