SUBSTANCE: proposed method includes L estimates of signal-to-noise ratio of adjacent priority-network base station in sliding window, their averaging and smoothing to form K smoothed mean values of signal-to-noise ratio which are used to predict time interval Tpr whereupon mentioned value will exceed network input threshold; predicted interval Tpr is compared with maximal interval Tmax, and communications are established for subscriber's station with base stations of priority or non-priority networks. Device implementing this method has two flip-flops, signal-to-noise ratio estimating unit, averaging unit, smoothing unit, prediction unit, and logic gates.
EFFECT: enhanced quality and reliability of communications.
