SUBSTANCE: device comprises electric synchronous pulse forming unit, oscillation transformation unit, which converts oscillations into electric signal, analog-digital electrical signal conversion unit, digital memory device unit, digital memory device control unit, experimental and/or calculated value input unit, comparing unit, which compares experimental data with standardized data and data displaying unit. Device also has additional control unit, which controls workability of integrated unit including oscillation transformation unit and analog-digital electrical signal conversion unit, and workability control line. Integrated unit and additional control unit are linked to workability control line. Experimental and/or calculated value input unit has additional inputs to set range of probable dynamic building or building structure, component and joint parameter values. Comparing unit, which provides comparing of experimental values with standardized ones calculated for object, ground composition under the object and/or around it, may carry out additional experimental data comparison with previously obtained experimental similar ones. The units are linked with each other through wireless or combined data transmission line and control signal transmission line.
