SUBSTANCE: shift predicting unit in the image encoding device for the signal encoding calculates MV vectors using shift evaluation of the previous frame that presents a key frame for incoming current frame; turning and correlation module calculates turning angles of the current frame; extraction device extracts the key frame according to the turning angles; shift compensator restores the frame with predicted shift and the coder generates a difference signal between the current frame and the frame with predicted shift and encodes the difference signal, MV vectors and turning angles.
EFFECT: increased coefficient of data compression.
