SUBSTANCE: messages with request to establish RRC-connection are sent to network by multiple terminals in return to messages about the need to establish RRC-connection received from network over first channel. Each terminal verifies the second channel for message about RRC-connection establishment. Network establishes connections with predetermined number of terminals by means of transmitting message about RRC-connection establishment to each terminal over the second channel and then transmits to multiple terminals single message about lack of need to establish RRC-connection over the first channel. Each terminal that did not receive message about RRC-connection establishment over the second channel within predetermined time period check the first channel and after receiving message about lack of need to establish RRC-connection terminates execution of procedure for establishing connection with network and does not retransmit message with request for RRC-connection establishment.
EFFECT: minimisation of radio resources consumption and quick output of response to the terminals which have transmitted request for connection establishment.
