SUBSTANCE: cutter contains cylindrical casing with seating hole, cutting flat knives installed at even distances from each other in radial grooves of casing, between which threaded holes are installed for coupling bolts, and coupling cylindrical ring with holes that are coaxial to threaded holes in the casing. Coupling ring is arranged with diameter equal to 12.0...12.5 of its thickness H, number of flat knives installed in radial grooves of casing, is selected as equal to four, and four through radial bores are arranged in coupling ring, which are arranged at the angle of 45° to casing grooves, with length of (4.1...4.3)H and with width equal to (0.30...0.35)H, between which holes are installed that are coaxial to threaded holes in casing.
