SUBSTANCE: upper tarsal muscle tendon is cut or resected. The external canthotomy and cantholys are carried out. The tarsal plate of the lower eyelid is fastened to the orbit lateral edge periosteum or immediately to the bone in the same area through the apertures made in it. The circular thread is drawn from the internal eye corner in the tunnel of the upper and lower eyelid, the thread ends are removed under the periosteum in the area of external eye corner and fastened there.

EFFECT: restoration of adequate eyelid adaptation and decrease of vertical palpebral fissure size without considerable change of its horizontal size, prevention of development or advance of keratopathy and possibility of the repeated operation effect dosage.
