In a target part of cylindrical coaxial metal electrodes, by installation in it of a ring parenthesizing from the radio transparent bakeable dielectric material, shape a band with intensity of the formed electromagnetic field weaker, than for the organisation volume VHF the discharge, but sufficient for initiation of superficial VHF the discharge which develops in inconvertible volume VHF the discharge, and at additional delivery in band VHF of the discharge of air and gaseous or vaporous fuel the gas mixture which is raised and inflamed VHF by the discharge is formed and increments a thermal rating of the formed high-temperature stream of the plasma influencing environmental space, thus additional delivery in band VHF of the discharge of air and the gaseous or vaporous fuel, forming a gas mixture, carry out near to a band of the discharge or under a corner to the stream which is flowing round a target part of the formed wave guide, Or with formation of the twirled fluxion of a gas mixture.

EFFECT: effective initiation of VHF discharge and generation of high-temperature stream of plasma, generating the energized, high-temperature gas on exit from the device.
