SUBSTANCE: invention refers to communication engineering. Technical result is ensured by engineering frame allocation in portable radio set (Push-to-Talk) environment: call setup is accompanied with group appointed selective allocator (SA) using base station system (BSS) for one or several mobile stations (MS) in group and in the same cell thus setting one or number of forward traffic channels (FTC); while allocating engineering frames, specified BSS transmits engineering frames to each SA setting one or number of FTC for each MS in group, then each of one or number of SA allocates engineering frames to one or number of FTC set by SA.

EFFECT: maintaining the processing resources of selective allocator (SA).
