SUBSTANCE: capsular landing stock includes a seed that is located in a multilayered capsule, containing the components necessary for each stage of an initial period of plant growth. The external layer of a capsule is made in the form of the water-soluble polymeric cover having polymeric threads for connection with other capsules. One of inside layers is either liquid, or gel-like. The layer adjoining to a seed contains fertilisers and the various other substances useful of the plant growth. The device for capsulating the landing stock contains a desktop with the top and bottom matrixes and top and bottom rows of the punches, the moving devices connected with the batcher for seeds and batchers for fillers, and unloading device. The device is also supplied with cassette mechanisms with polymeric bands, drive mechanism, and also heat sealing system of a polymeric band.

EFFECT: construction provides durability and elasticity of an external cover of a capsule and increase germination and the further landing stock growth.
