FIELD: metallurgy.

SUBSTANCE: procedure consists in mixing wastes used as fluorine containing mineraliser with mixture containing calcium, silica-alumina and ferric elements. Dust of electric filters, slime of gas cleaning, coal foam flotation tails or their mixture are used as wastes. Additionally, into composition of fluorine containing mineraliser there is introduced calcium fluoride at the following ratio of elements, wt %: fine dispersed sodium-fluorine-carbon containing wastes of electrolytic production of aluminium - 30-90%, calcium fluoride - the rest. The said wastes are added into mixture and further mixed producing Portland cement clinker at amount of 0.10-0.25% of wt in terms of fluorine and at weight ratio of sodium to fluorine not more, than 0.8. Further produced mixture is heat treated.

EFFECT: clearing slime fields of aluminium plants from fine dispersed sodium-fluorine-carbon containing wastes of electrolytic production of aluminium; extended raw material base of fluorine containing mineralisers of charge for production of Portland cement clinker.
