SUBSTANCE: invention can be used for central control of use of emergency motor transport when repairing heating network of a city. According to the invention, the system has a control station (1) and special transport vehicle (5). The control station (1) has a computer (2), a radio receiver (3), an antenna (4) and a radio transmitter (18). The radio receiver (3) has a second power amplifier (24), a phase doubler (25), a phase halver (26), a narrow band-pass filter (27) and a phase detector (28). The radio transmitter (18) has a memory generator (19), a modulation code generator (20), a phase keying device (21) and a first power amplifier (22). The special transport vehicle (5) has a navigation radio signal receiver (6) with an antenna (7), a radio transmitter (8), an antenna (9), a unit (10) for accessing the database of the road network, a unit (11) for storing the database of the road network, a unit (12) for accessing the database of current restrictions on movement of the transport vehicle, a unit (13) for storing the database of current restrictions on movement the transport vehicle, memory (14), a unit (15) for comparing technical characteristics and movement parameters of the transport vehicle with current restrictions, a message generator (16), an impact sensor (17) of the transport vehicle, a duplexer (29), a radio receiver (30), a frequency converter (36), a modulation code generator (37), a comparator unit (38) and a switch (39). The radio transmitter (8) has a phase keying device (40) and a power amplifier (41). The radio receiver (30) has a power amplifier (31), a phase doubler (32), a phase halver (33), a narrow band-pass filter (34) and a phase detector (35).
EFFECT: more reliable data packet transmission from controlled apparatus to the control station due to use of sample or serial polling of all controlled special transport vehicles, two frequencies and phase-keyed composite signals.
