SUBSTANCE: invention discloses a mobile station having a multiplexing module for multiplexing a competitive access channel and a non-competitive access channel, and a transmission module for transmitting the multiplexed competitive access channel and the non-competitive access channel to the base station. The competitive access channel and the non-competitive access channel are distinguished by the need to schedule on the base station before transmission. The competitive access channel comprises one or more of the following channels: a fast access channel, a standby channel and a synchronisation channel. The non-competitive access channel comprises one or more of the following channels: a shared data uplink and a shared control uplink. The fast access channel contains data of the information stream or control data having data length shorter than a predetermined value, or a combination of these data. The standby channel contains information for requesting scheduling of the non-competitive access channel. The shared data uplink contains data of the information stream or control data or a combination of these data.

EFFECT: few errors during radio transmission and high reliability during packet transmission.
