SUBSTANCE: in a wireless communication system, the downlink bandwidth contains a plurality of frequency blocks which include one or more carrier frequencies, wherein one or more frequency blocks are used to transmit data to a particular subscriber. The wireless communication device for use in the communication system contains an evaluation module which is adapted to evaluate quality of the received signal for each frequency block and storing multiple quality evaluation data of the received signal, a comparator module which is adapted to compare multiple quality evaluation data of the received signal, and a transmission module which is adapted to transmit a given number of quality evaluation data of the received signal over a control uplink.

EFFECT: packet of shared data is transmitted in accordance with a priority to a subscriber with the best channel status for further increase in efficiency of frequency utilisation.
