SUBSTANCE: device includes in-series connected secondary electric power supply source 7, electric oscillation generation unit 1 and dipole transmitter 5 fixed on process object 8. Device also includes indication unit 6. Electric oscillation generation unit 1 consists of in-series connected control device 4, microcontroller 2 and signal amplifier 3 connected to outputs of dipole transmitter 5. Control input of signal amplifier 3 is connected to one output of control device 4. The other output of control device 4 is connected to the first signal input of indication unit 6, the second signal input of indication unit 6 is connected to the second information output of microcontroller 2. The first, the second and the third power outputs of secondary power supply source 7 are connected to similar outputs of microcontroller 2, signal amplifier 3 and indication unit 6. Control input of control device 4 is connected to control bus 9.

EFFECT: increasing water treatment efficiency, electromagnetic compatibility and enlarging functional capabilities and application field without sufficient complication of the device.
