FIELD: medicine.

SUBSTANCE: invention relates to medical equipment. Device contains: cutting element with tubular external cutting element with port for tissue reception. Port has distal cutting surface and proximal cutting surface, and tubular internal cutting element, located inside external cutting element and having third cutting surface; and case, which has mechanism of bringing into operation for reciprocal motion internal cutting element. Internal cutting element opens and closes port and cuts tissue which gets into port. Mechanism of bringing into action contains: diaphragm chamber, which has first part of wall and proximal part of wall; solid central support, located in diaphragm chamber and having distal limiting surface and proximal limiting surface; and flexible diaphragm, connected to central support and to case.

EFFECT: application of claimed device will make it possible to increase efficiency of cutting.
