SUBSTANCE: user terminal transmits an uplink control signal to a base station using a single-carrier circuit. Said user terminal includes a module for determining the type of acknowledgement performed while enabling preparation of acknowledgement information indicating positive acknowledgement or negative acknowledgement for a downlink data signal, based on a result of demodulating said downlink data signal; a module for estimating a channel quality indicator (CQI), configured to prepare channel state information indicting the quality of reception of a downlink reference signal, wherein the number of bits of channel state information is greater than the number of bits of acknowledgement information; an encoding module configured for channel encoding of acknowledgement and channel state information; a modulation module configured to generate an uplink control signal based on the result of channel encoding in the encoding module; and a transmission module configured to transmit an uplink control signal using dedicated resources different from uplink data signal resources.

EFFECT: efficient transmission of multiple types of control information, differing from each other by the required transmission quality and number of required bits.
