SUBSTANCE: invention discloses a user terminal configured to transmit an uplink control channel to a base station according to a single-carrier scheme, having a reception determination unit configured to determine reception of data transmitted from the base station, and generate a reception determination result as acknowledgement information; and a control information multiplexing unit, which is configured to assign a radio resource for the uplink control channel, which includes acknowledgement information generated by the reception determination unit, the radio resource being in one-to-one correspondence with the number of radio resource of the downlink control channel, if data whose reception was determined by the reception determination unit do not match data transmitted in accordance with a long-term scheduling, and configured to assign a radio resource for the uplink control channel, which includes acknowledgement information generated by the reception determination unit, said radio resource being indicated by upper layer signalling, if data whose reception was determined by the reception determination unit match data transmitted in accordance with long-term scheduling.

EFFECT: efficient multiplexing of control information in an uplink control channel and efficient resource usage.
