SUBSTANCE: on a terminal a switching threshold is received from an access network, besides, the threshold of switching is based on one or more of the following: requirements of terminals QoS (quality of service), speeds of transfer of these terminals or downloading of one of many carriers, intensity is measured for the received signal of the first carrier from multiple carriers having different levels of transfer capacity, besides, the first carrier represents a provided carrier. Intensity of the received signal of the first carrier is compared with the switching threshold, switching to a stronger carrier is suspended, if the intensity of the received signal of the first carrier exceeds the switching threshold, and the first carrier is preserved, even if a stronger carrier is available, if the intensity of the received signal of the first carrier exceeds the switching threshold.

EFFECT: increased efficiency of switching with improved functioning of other network terminals.
