SUBSTANCE: invention refers to the area of explosive substances, namely - to the development of a semi-finished product for composite solid rocket propellant manufacturing (CSP) with low sensitivity to mechanical substances and electric spark. The semi-finished product manufacturing method for CSP production is as follows: octogene suspension in polyvinyl alcohol acquatic solution with the octogene/ polyvinyl alcohol ratio of 100:0.05….0.2 during mixing shall be injected with a low-sensitivity explosive 1,3,5-triamino -2,4,6 - trinitrobenzene with the octogen 1,3,5-triamino -2,4,6 - trinitrobenzene ratio of 100:1…5, mixed for 10…20 minutes with the total octogen and 1,3,5-triamino -2,4,6 - trinitrobenzene / water ratio of 1:20…30 with further addition of ballistic carbon-modifier with metal oxide upsetting (Ni, Pb, Cu, Bi, Sn or their mixture) in the amount of 0.3…0.5%, mixed for 40…60 minutes at the temperature of 20±5°C, filtering the sediment and drying at the temperature of 80±5°C.

EFFECT: decreased fire hazard of the process.
