FIELD: inspection and measuring devices.

SUBSTANCE: innovation relates to inspection and measuring devices and can be applied to control the traffic on roads, to monitor speed infringements by vehicles moving in heavy traffic; the device records at least two video frames with different images of the vehicle State Registration Number (SRN); the SRN is identified on each video frame besides the time record of the video frames is defined and registered, the width and height of the SRN plate is defined on the video frame, the width and height of the SRN plate image is defined on the video frames; the received value is compared with the reference value for the given type of the identified SRN type; based on the results of collation the index of the SRN plate constriction is calculated, taking into account the above index the measured width of the image of the SRN plate is corrected; then taking into account the focal distance of the video camera objective, parameters of the video camera matrix and the corrected width of the SRN plate image, the distance Ln from the video camera to the SRN plate is defined for each video frame, wherein п=1, 2, 3,... - numbers of the made video frames; the average speed value is defined for each of the possible pairs of video frames as the relation of difference of the distances ΔLn to the time difference ΔTn of video frame record; the target speed value is to be the maximum speed value from the defined average speed indexes fixed within the video cameras control zone.

EFFECT: invention simplifies and makes cheaper the control of speeding as it requires only a single type of instalment - video cameras applied to identify the plate number and measure the vehicle speed.
