FIELD: measuring equipment.
SUBSTANCE: invention relates to monitoring and measuring equipment and to monitoring and control of road traffic. More specifically, the invention relates to a method of detection and registration of violations of traffic laws and parking rules. Method consists in the fact that, by means of a video camera, one scans the control zone, and on the obtained video frames detects and registration plates (VRP) of vehicles (TV), determines the exact time and geographical coordinates of registration of every vehicle, compares the obtained information on vehicles with information on acting in this zone constraints and rules of paid parking in order to make a decision on possible violations. Note here that for determination of geographic coordinates of vehicles it is necessary to first calibrate the video camera in order to determine the exact size of its matrix by placing the calibrated VRP at the specified distance from the video camera; the video camera lens focal distance is determined considering the width of its matrix, size of the calibrated license plate and a given distance from the calibrated license plate to the video camera; on the obtained as a result of scanning video frame one performs identification of TV VRP symbols used to determine the type of the VRP, measures coordinates of points of tops of angles of the license plate image in video frame coordinates, determines geometric dimensions of the license plate image on the video frame in pixels, determines the ratio of width and height of the license plate image on the video frame, compares this value with reference one for this type of the detected license plate, and calculates the coefficient by these comparison results.
EFFECT: there is ensured control over observation of traffic laws, in particular, requirements of road signs, rules of stopping and paid parking in urban conditions.
