SUBSTANCE: base-end station is connected with the access terminal with the help of a fix-up carrier and an additional carrier. The initiating algorithm, generated by the base-end station, is transmitted to the access terminal. The said algorithm includes commands for the access terminal to send a report the downlink measurement as an initiating event function detected on a fix-up carrier or an additional carrier. The measurements accepted by the access terminal are given to the base-end station. The node control commands are formed in accordance with, in particular, the downlink measurements and then transferred to the access terminal by the base station.
EFFECT: simplification of the node control in a multi-carrier system between the access terminal and the base-end station.
