SUBSTANCE: hydrogen is sent via a discharge device comprising at least two electrodes, a cathode and an anode arranged in series along with the hydrogen flow, pulse voltage is sent to the anode sufficient for a streamer discharge, and pulse voltage is removed from the cathode for conversion and transmission to a load.
