FIELD: process engineering.

SUBSTANCE: invention relates to water treatment by water electrical stirring with controlled redox properties and may be used in food industry, laser processes and agriculture. Proposed device comprises coaxial negative-charge electrodes made from stainless steel and semi-transparent membrane arranged there between. Outer electrode acting as a case features hollow cylinder shape provided with threaded tips arranged in threaded grooves of supply and discharge pipelines. Inner electrode consists of rod with vanes attached to rod in stepwise manner along left screw line. Electrode core has front conical guide and convergent rear cone. Supply pipeline threaded groove accommodates contact and spring washers with electric contact with electrode arranged inside. Contact washer is locked in said threaded groove by lock bolt and isolated from outer electrode by dielectric gasket. Spring washer is locked in contact washer groove by dampers. Feed of electric potential to inner electrode is via contact washer and terminal while that to outer electrode is via terminal secured on its outer surface. Potential of electrodes may vary by potential switch.

EFFECT: higher efficiency of processing and activator.
