SUBSTANCE: instances of user equipment send data and reports on status of their buffers to a retransmitting unit. The retransmitting unit stores this data in real buffers for groups of radio channels, and extent of user equipment instance buffer filling - in virtual buffers for groups of radio channels. The retransmitting unit sends a report on its status to a control unit together with the extent of real buffer filling and information on the extent of virtual buffer filling. It makes it possible for a control unit to have an idea in advance about a volume of data arriving to real buffers of the retransmitting unit, and also on a current extent of specified buffer filling to more optimally dedicate radio resources of the network.
