SUBSTANCE: basic station of payment accounting is provided, which imitates a signal of a basic station of a telephone network of mobile communication, but which does not create a part of any telephone network of mobile communication and does not connect outgoing calls or upperlink calls. Then a signal is sent, indicating availability of a basic station to account for payment, a request is detected from a mobile station to connect with a basic station of payment accounting, and a signal is sent with a request of identification into a mobile station. Then a signal is detected with a response of identification, which identifies a mobile station, a subscriber identifier is detected, and the subscriber is authorised to enter a geographical area on the basis of the detected subscriber identifier.
EFFECT: invention provides for the possibility of vehicles or people to pay a fee to enter any geographical area without prevention of vehicle or people entrance into this area.
