FIELD: physics.
SUBSTANCE: invention relates to means and methods for real-time monitoring of the state of the atmosphere, the underlying surface of the earth and the ocean using spacecraft and can be used, for example, for short-term forecasting of hydrometeorological processes in order to take the necessary complex measures to increase safety of economic and scientific activities, interfaced using ground, sea, air and spacecraft. The disclosed invention includes: a ground-based complex for receiving satellite data in the 8.2 GHz frequency range; a ground-based complex for receiving satellite data in the 1.7 GHz frequency range; a complex for interaction with external consumers, space system operators and the flight control centre; a complex for preprocessing satellite data of a microwave radiometre; a complex for theme-based processing satellite data of the microwave radiometre; a complex for processing satellite data in the visible and infrared spectra; a complex for forming output information products; a memory unit (archive).
EFFECT: faster operation and possibility of complex automation of space hydrometeorological monitoring processes, shorter time for planning use of spacecraft with increase in the number of space observations of the atmosphere and the underlying surface of the earth, carried out from one or more spacecraft, as well as the number of serviced external users, carried out from one or more spacecraft.
