SUBSTANCE: mobile station (1) receives information of data quality and provides received information in a basic station. Basic stations A and B provide to a host device (14) of basic stations information of quality from a mobile station (11) as statistical information on a mobile station (11). The host device (14) of basic stations compares fragments of quality information sent from these two basic stations, selects one basic station with best quality, instructs it to exchange data with a mobile station (11) and instructs the other basic station not to exchange data with a mobile station (11).
EFFECT: exclusion of dead zones, making it possible for a mobile station to stably exchange data with basic stations, and reduced frequency of failures in transfer of service and reduction of a number of service transfers.
